This presentation will provide an update on Ohio EPA’s development of the new General Air Permit for oil/gas operations addressing the requirements of U.S. EPA’s Methane Rule (NSPS Subpart OOOOb). The presentation will also cover how Ohio EPA has been permitting oil/gas sources pending issuance of the new General Permit, and important permitting- and Subpart OOOOb compliance-related considerations for owners/operators in the interim.

Ryan Elliott is a partner at Vorys, Sater, Seymour and Pease, LLP and a member of the firm’s Energy and Environmental Group. He counsels clients in all aspects of environmental law, including administrative appeals, litigation, transactional, and federal and state air, water and waste regulatory compliance and permitting matters. Ryan uses a deep understanding of environmental statutes and regulations to provide advice to clients that helps identify environmental risks and minimize liability.

A large part of Ryan’s practice involves representing industrial clients in permitting sources under the Clean Air Act.  His experience in this regard includes minor source and major source permitting, defense of enforcement cases brought by government agencies, and defending permits that are administratively appealed by organizations and individuals that are opposed to the permitted projects. Ryan also assists clients with permitting and regulatory compliance matters associated with the development of the Utica Shale. 

Ryan is resolute in his effort to keep abreast of the constantly evolving environmental regulatory landscape, and he has presented at several local and national conferences on various aspects of environmental law.
